☆ポイント☆「少し話題に出す、軽く内容に触れる」という意味。詳細についてまで言及するニュアンスは無いが、sayの「(ただ)言う、述べる」よりも話し手などに関連性がある場合に用いることが多い。

refer toの意味と用例文
[動]言及する、述べる、参照する、注意を向ける
☆ポイント☆「引き合いに出す」という意味で、詳細や内容などを細かく言及したり、紹介するニュアンスがある。ちなみに参照を表す単語はreference
We agreed never to refer to the matter again.
Although she didn’t mention any names, everyone knew who she was referring to.

(何かや誰かについて話したり書いたりすること、たいていは詳細をあまり伝えずに手短である場合が多い)
との説明に「(詳細を伝えずに)軽く内容に触れる」といった意味を汲み取ります。
refer toについては
to mention or speak about someone or something
(誰かや何かについて触れたり話したりすること)
to look at a book, map, piece of paper etc for information
(本や地図、紙などを参考に情報を得ること)
to say something about someone or something in a conversation, speech, or piece of writing
(会話やスピーチ、文章などで何かや誰かについて言及すること)
との説明に、「引き合いに出す」といったニュアンスを汲み取っていきたいですね。
