threatについては

(何か特別に悪いことが起こる可能性)
などの説明に「害を与えるという脅迫、悪いことが起こるという驚異」の意味を汲み取ります。
menaceについては
something or someone that is dangerous
(危険なもの、人)
a person, especially a child, who is annoying or causes trouble
(ある人、特にイライラさせたりトラブルを起こす子供)
と説明に「やっかいなものや人」というニュアンスを汲み取ります。
2つの単語は同義の部分もありますが、threatの方が強い驚異に感じますね。
